EXPERIENCE & BACKGROUND

 

Wm. Frank Phillips, P.E. has 34 years of highway construction experience with TxDOT and 4 with R2M. He served as the Lubbock Rural Area Engineer for 12 years. In his capacity as AE he managed his staff of 21 people in the preparation P.S.&E. for 56 projects in a 5-county area. Directed and coordinated area office construction projects. Supervised field personnel in the inspection of the construction of these projects. Mr. Phillips served as an instructor for TxDOT’s Area Engineers course in Austin.

He served as the As District Design Manager for the US 62 Marsha Sharp Freeway; 8-mile; controlled access facility through the City of Lubbock. He selected & managed consultants and district staff; directed development of Field Surveys, Signs, Pavement Markings, Channelization, ITS, Route Studies, Illumination, Signalization, four ped bridges, and relocation of a Railroad for all construction phases; established level of completeness and set plan submission schedules.

As Dir. Of Trans. Operations, managed a group of 15 professional & technical employees responsible for the design & construction of traffic engineering projects in the Lubbock Districts’ 17 counties. Directed the work associated with traffic engineering studies, traffic signal warrant studies, speed zone studies, multiple capacity & level of service analysis. Oversaw the development of P. S. & E. for 42 traffic signals, 4 illumination projects, 3 pump stations & the Lubbock District ITS infrastructure from its inception. ITS elements included over 40 CCTV, 26 miles of SM fiber, 23 DMS, 3 microwave vehicle detections devices.

As R2M’s Transportation Project Manager, he helps manage engineering, utility relocations signal design and ITS efforts. His vast experience and professionalism are assets for our clients and this organization.
