EXPERIENCE & BACKGROUND

 

Jere has over 47+ years of experience in both the public and private sectors in transportation, public works, facilities engineering, land development, and surveying. As a consultant to the Arizona DOT, Jere managed an on-call consulting program, where he directed the design of over 100 projects utilizing 7 different on-call consulting firms. He has worked as a consultant for over 32 years, developing and managing transportation, land development, facilities engineering, and surveying projects in Texas, New Mexico, Arizona, and California.

As Traffic Engineer for 14 years for the City of Lubbock, Jere managed a staff of 34 and oversaw design-build improvements to over 25 traffic signals, developed signal timing plans to coordinate over 100 signals, conducted traffic studies and high accident location studies, and maintained traffic infrastructure valued at approximately $36 million. He worked closely with TxDOT during the design and construction of the Marsha Sharp Freeway, reviewing traffic control and signalization plans and coordinating signal timing plans during construction. He also worked with TxDOT as the lead partner in developing the City’s Traffic Management Center and served as chairman of the Lubbock MPO’s Transportation Advisory Committee, where he was the lead for the MPO’s Congestion Management System and ITS Master Plan.

As Vice President of Engineering and Surveying for R2M Engineering, Jere helps manage and mentor R2M’s engineering and surveying staff and serves as Senior Project Manager and lead surveyor for PS&E projects. With R2M,he has designed 10 traffic signals across west Texas in Amarillo, Plainview, Lubbock, San Angelo, Midland, and Pecos. Over his career Jere has been involved in the planning and platting of over 2,000 lots as well as over 50 commercial sites, and surveyed Texas Tech’s main campus and all of TTUHSC’s campuses statewide including developing a GIS tool to help manage their property records. With his extensive design and management experience, Jere can readily identify key issues and challenges and develop strategies for mitigating these issues to make sure projects are delivered on time and on budget.
