EXPERIENCE & BACKGROUND
John has 40 years of experience in transportation, environmental, and safety engineering. In 30 years at TxDOT’s Lubbock District, including 20 years as Director of Construction and Area Engineer, he was responsible for the planning, design, engineering management, environmental coordination, public involvement, review, and construction of projects valued at over $600 million. Working closely with contractors, engineers, surveyors, technicians, inspectors, and government officials, John provided managerial oversight of the transportation program in the areas of construction materials, construction management, maintenance management, and traffic operation and was responsible for the direction of a multi-million-dollar construction budget.
Managing the district’s Pavement Management System (PMS) and evaluating Pavement Management Information System (PMIS) scores, he assisted in the selection of roadways in need of maintenance or rehabilitation. He also directed the district’s materials testing and assisted with the development of the Lubbock District’s department standards, design guidelines, and standardized general notes. John has conducted more than 100 Environmental Site Assessments and prepared more than 100 Spill Prevention, Control, and Countermeasure (SPCC) plans for sites in Texas, New Mexico, Oklahoma, Kansas, Montana, North Dakota, and Wyoming. He has managed hundreds of asbestos projects, including surveys, abatement design, and project management.
As R2M’s Executive Vice President of Engineering, John serves as the Principal-in-Charge for the firm’s engineering projects and directs TxDOT CEI and PS&E pursuits. He leads a team of professionals in the preparation and submission or implementation of SPCC Plans, Stormwater Pollution Prevention Plans (SWP3s), Texas Railroad Commission permits, and TCEQ air authorization applications, He oversees personnel who perform due diligence assessments, property surveys, and asbestos consulting.
